For most of its 50-year history, satellite communications has existed in a silo, isolated from the rest of the communications market and the applications used by the majority of telecommunications customers. Broadcast-quality video for television was the dominant application, while proprietary satellite network systems served the needs of retail and other businesses with large numbers of locations in areas with varying levels of telecom infrastructure. Beginning with the widespread adoption of IP as a unifying platform, however, the walls dividing satellite from other forms of telecommunications have begun coming down. Today, innovative users and service providers are integrating satellites into a broad range of fixed, mobile and wireless applications, wherever satellites can extend capabilities, lower costs or build profits. This thought-provoking workshop provides a high-level exploration of opportunities, discusses technical challenges and how they are overcome, and offers case studies of field-proven applications.

Satellite news-gathering long ago pioneered in providing massive bandwidth to locations lacking affordable terrestrial infrastructure to move voice, data and video. Now network-centric organizations and an explosion of broadband demand are forging cost-effective ways to integrate satellite - with its power to reach locations almost anywhere on earth - into industry-standard networks to bring advanced services to the most remote locations. Meanwhile, SNG is quickly evolving into hybrid "digital news-gathering" that may shrink the market for satellite truck rolls. During the next decade, the Defense Department will introduce new and high-capacity satellite systems in the military UHF, SHF and EHF bands to satisfy the projected growth in requirements such as Communications On the Move (COTM) and Airborne Intelligence Surveillance and Reconnaissance (AISR). The recent results of the Quadrennial Defense Review indicated that even with enhanced MILSATCOM systems, such as Wideband Global Satellites (WGS) and Transformational Satellites (TSAT), the growth requirements will exceed MILSATCOM systems capability. The Transformational Communications Architecture (TCA) must also include commercial SATCOM as an essential element for enhancing DoD’s warfighter capability. Since a full constellation of MILSATCOM systems--WGS, Mobile User Objective System (MUOS) and TSAT--are years away, how should DoD plan to meet its needs in the interim? Clearly, there are many issues to be resolved. Should DoD procure additional WGS satellites or place increasing reliance on commercial SATCOM systems operating in the C-, Ku-, X- and Ka-band? For net-centric capability, the commercial systems will need to be seamlessly integrated into the DoD’s Global Information Grid. What government commitments are needed to ensure that the commercial industry will support DoD with enhanced capabilities? In the tight budgetary environment, how will the Defense Department obtain funding for leasing and integrating commercial SATCOM into the GIG? Will Congress close the funding gap? These are some of the issues that will be explored by our senior military and industry stakeholders as we seek to better understand how DoD plans to address the future needs of our warfighters and the role of commercial SATCOM.

The role of the public safety professional (EMT, police, fire fighter, first responder) has never been more important since September 11, 2001. But have we moved forward in our ability to respond to disasters? One yawning gap in our homeland security defenses (against both natural and man-made disasters) is the inefficient, vulnerable and segmented communications systems now in use by first responders across the country. The weakness of first responder communications has been underscored repeatedly by almost all of the recent disasters. Single points of failure, such as power supply interruptions, loss of base stations to flood or earthquake, and limited range constraints, are compounded by the absence of interoperability, ubiquity and simplicity of use--the three brass rings that remain out of reach. Come and hear communications providers and users discuss service requirements, products and applications for first responders.

Special handling requirements, a vast amount of data with a very short half life, and limited available bandwidth continue to cause friction between those responsible for intelligence gathering and the end users. Throughout the history of human conflict, intelligence, especially military intelligence, has been highly valued while communications have often had to play second fiddle. Our military finds itself in the position of being unable to make maximum and timely use of much high quality intelligence because of communications constraints. What’s going on here? Intelligence is a critical weapon and provides the warfighter with the advantage of “battle space awareness” yet we seemingly can’t deliver it on a timely basis. Is the warfighter, the ultimate end user, being heard? This outstanding panel of well informed industry and government representatives will discuss why this problem persists and what can be done to address it during this can’t-miss panel session.

The Global War on Terrorism continues unabated. The armed forces are deploying new technologies as rapidly as they can to support their missions. Whether it is the continued fight in Iraq and Afghanistan or eyeing emerging regional conflicts, military planners are increasingly reliant on technological responses to the enemy. The need for intelligence, communication and related technologies impacts not only the warfighter but our first responders who must face an enemy that has chosen to avoid direct confrontation and fight from the shadows. We must adjust a significant portion of our strategic thinking from traditional pitched battles to the “Long War” that will last as long as ideological extremism finds adherents. This panel session will feature members of the armed services and homeland security who use these emerging technologies and representatives of private industry who develop these applications. This will be a standing-room-only session.

The Defense Department has a host of new technologies and systems that are under development and will be deployed progressively in operational roles. These include Mobile User Objective System (MUOS), Transformational Satellite Communications System (TSAT), Transformational Satellite Communications System Mission Operations System (TMOS) and a range of user equipment for use in the field and onboard ships. The Navy's PEO Space Systems is the lead developer for the MUOS Program. Lockheed Martin is the prime contractor and satellite designer for MUOS. Key subcontractors include General Dynamics (Ground Transport architecture) and Boeing (Legacy UFO payload). The first MUOS satellite is scheduled for launch in late 2009. The Air Force Space and Missile Center recently awarded a contract to a team led by Lockheed Martin that would develop TMOS. This will be the brains of the space-borne extension of the integrated GIG and will provide operational and network management for the TSAT ground and space communications segments.
