Mr. Bill Ryan is the Continuity Communications Architecture (CCA) project manager for the Department of Homeland Security, National Communications System (NCS). Established on August 21,1963, the mission of the NCS is to assist the President, the National Security Council, the Homeland Security Council, the Director of the Office of Science and Technology Policy and the Director of the Office of Management and Budget in the coordination of the planning for and provision of national security and emergency preparedness communications for the Federal government under all circumstances, including crisis or emergency, attack, recovery and reconstitution
Mr. Ryan is responsible for coordinating engineering support to the Federal Departments and Agencies for complying with the National Communications System Directive 3-10, Minimum Requirements for Continuity Communications and the National Security Presidential Directive-51/Homeland Security Presidential Directive-20 (NSPD-51/HSPD-20), National Continuity Policy.
Prior to joining the NCS, Mr. Ryan was a project engineer with the Defense Information Systems Agency (DISA) responsible for timing and synchronization of the Defense Information System Network (DISN) and redesign of global positioning system (GPS) receivers to support Y2K rollover. Mr. Ryan received his Bachelor Technology Electrical Engineering from Rochester Institute of Technology.
